What it is
Section titled “What it is”A scaffolded project referencing the U.S. EIA-861 survey (“Annual Electric Power Industry Report” — utility sales, revenue, service territory, net metering, demand response, etc.). Only a placeholder package (src/eia_861/__init__.py, hello()) and one exploratory notebook (eia_cleaning_2023.ipynb) exist — no data/ directory, no dvc.yaml, no dependencies declared in pyproject.toml.
Note that the Solar & Wind Generation project already ingests and processes the same EIA-861 form data (see data/raw/EIA-861/*.xlsx in that project’s registry.yml), so this project may be a planned split-out of that work, or a duplicate scaffold — needs author confirmation on scope/relationship.
